Pressure context matters
EPA WaterSense Showerheads Specification version 1.1 evaluates maximum flow across flowing pressures of 20, 45 and 80 psi, using the test provisions it cites. This is program-level context. The saved product rows do not contain each model's full pressure curve or its individual test report, so the reported GPM cannot be assigned to every installed pressure.
Read the EPA specification, section 3. Do not substitute this general specification for evidence that an individual historical model currently holds a label.
Compare a controlled use scenario
Holding duration at eight minutes and frequency at one shower per day, 1.75, 1.8 and 2.0 GPM imply 14, 14.4 and 16 US gallons per day. Changing duration from eight to ten minutes at 1.75 GPM raises the estimate to 17.5 gallons. Duration is therefore a separate input, not a product property.
Run your two scenarios. Use a measured flow if available; otherwise label the selected rating as an assumption.
What cannot be ranked here
The directory does not supply comparable spray-force results, comfort ratings, pressure curves, installation fit or fixed-versus-handheld classifications for these rows. A lower maximum flow alone cannot establish a better shower.
